The major user-visible changes are new docs and startup parameter tracking,
which means clients always see a consistent picture of client_encoding,
datestyle, timezone and standard_conforming_strings. There are two new
configuration parameters: server_reset_query and server_round_robin. See NEWS
and file release notes for details.
