pg_reorg 1.0.3 supports PostgreSQL 8.2 and fix some bugs.

Changes:
- Supports PostgreSQL 8.2.
- Fix bugs in reorganizing tables with TOAST.
- DROP TABLE is executed out of exclusive locks to minimize lock time.
- Use maintenance_work_mem instead of work_mem to sort tables.
