Release 2.17 of the buildfarm client has been released.

Changes include:

Features:

. add step for ECPG tests for HEAD and branches >= REL_8_2
. add --test command line option as shorthand for --nosend --nostatus --force --verbose
. add time string to verbose traces
. use perl module calls for most file operations rather than calling out to the shell

Bug fixes:

. remove ccache directory on failure, should stop any persistent ccache errors
. fix buglet of missing log directory found by Chris Browne
. Don't ignore files listed in a cvsignore file when checking repo cleanliness - they
should never be present in a pristine repo, and we remove them at the end of a
vpath run
