Summary:PGCluster packages 1.9, 1.7, 1.5 and 1.3 updated.

These versions were fixed bug and add new functions as follows.

(1)BUG FIX
regeneracy mode of pglb might not work in two set of cluster DBs environment.
(2)Add parameters
--Rsync_Timeout (in cluster.conf)
--Rsync_Bwlimit (in cluster.conf)
--Ping_Path (in cluster.conf)
(3)Add new functions
--Rsync auto retry with reasonable bandwidth setting.
--Timeout detection of lifecheck was changed.
