File Release Notes and Changelog

This release is for the 8.0 series. The point of the 8.0 series is to keep in line with the requirements of the 8.0 release. This means that although we will be adding features we are going to try and keep in line with 8.0 specs such as allowing the use of the 5.00503 perl. The 7.4 series will now allow this.
