File Release Notes and Changelog

These are some of the Solaris packaging files used to create the PostgreSQL 7.3.2 packages for Solaris 8, ages ago. They won't be directly useful now, but should provide good guidance and reminders for making new packages. (Found them whilst tidying up some old files)
