File Release Notes and Changelog

This is the first product release of pg_lesslog, compresses archive logs and restore then at the recovery. This will reduce the storage needed to store archive logs for relatively long period.

Fully tested against PostgreSQL 8.3 product. Two bugs were fixed: 1) Potential buffer overrun due to invalid WAL segment file input. 2) Header boudary mismatch due to 4byte boundary of cont record in 64bit environment.
