File Release Notes and Changelog

This patch is for PostgreSQL-8.3.0 in order to create PGCluster-1.9.0rc3.

This version was fixed following bugs. 

(1)Session fails after switch over to 2nd replication server.
(2)Some error messages are not displayed correctly through the load balancer. 

Based pgpool of pglb is updated to the current latest version (3.4.1).
