File Release Notes and Changelog

Minor bugfix release with addition of regression scripts and Makefile improvements (also for debian)

- Fix Makefile again, as well as debian scripts (VPATH)
- Add checks (make installcheck)
- Improve .gitignore
- Add a debian/watch file tracking pgfoundry release
- Add regression files to VPATH build
