File Release Notes and Changelog

This patch is for PostgreSQL-8.1.4 in order to create PGCluster-1.5.0rc9.
PGCluster-1.5.0rc9 is a synchronous replication system using PostgreSQL-8.1.4. 
And this is rc9 of PGCluster-1.5.0.

This version is fixed followin bugs,
(1)pglb.conf.sample is not installed.
The 'Makefile' was de-graded in src/pgcluster/pglb.
(2)upgrade was failed.
When different version of database are exist within the system, mismatch error was occured at the time of recovery.
