File Release Notes and Changelog

This patch is for PostgreSQL-8.1.5 in order to create PGCluster-1.5.0rc13.
PGCluster-1.5.0rc13 is a synchronous replication system using PostgreSQL-8.1.5. 
And this is rc13 of PGCluster-1.5.0.

In this version, the parameter of the time-out of session between ClusterDB and Replication server was added to each configuration file.
