File Release Notes and Changelog

This patch is for PostgreSQL-8.2.3 in order to create PGCluster-1.7.0rc5.
PGCluster-1.7.0rc5 is a synchronous replication system using PostgreSQL-8.2.3. 
And this is rc5 of PGCluster-1.7.0.

This version fixed following bugs.
(1) When working directory was specified, replication server did not erase "pgreplicate.pid" file at the time of closure.
(2) When the lifecheck failed in connection, it was not retried.
