No passport is required for U.S. citizens or permanent residents
entering Canada, although you do need some proof of citizenship and
identity.  Generally, a birth certificate and driver's license are
what one sees people using.  It is worth noting, however, that
international travel is inevitably made easier by travelling with a
passport.

According to the U.S. State Department site, air travellers into the
U.S. need a passport, even if they are U.S. citizens, effective 31
December 2006.  See
http://travel.state.gov/travel/cbpmc/cbpmc_2223.html.  The rule does
_not_ apply to land border crossings until the end of this year.  For
what it's worth, I have seen people at Pearson airport apparently
getting past INS without a passport, but not without some grief,
since the end of December.  There are separate lines for US citizens,
non-US citizens who do not need a visa, and visa holders.  

Toronto is about two hours by car from Buffalo, NY.  If you do not
want to travel using a passport, but you have to fly, it would be
possible to fly to Buffalo and drive to Toronto.
