[Pgcluster-general] Best practice for bringing up clustered DBs

These datas are just stored on memory.

In orginally, this function is not for dynamic add of replication server,
but for restore it after take over.
So, if you want to permanently use the replication server which added
dynamically, you can add it into the "cluster.conf" manually.
