Initial Comment:
The logic is there, but it does not appear to work very well. Fix the sslmode support, and implement usage of the ssl module that appears in 2.6. PostgreSQL 8.3 has support for checking certificates; be sure to add this as well; the ssl module does have the necessary facilities to accomplish this.
