Detailed description
I connected to an Oracle view on which I was doing date math for a timestamp with time zone column. The resulting column's precision was greater than 6. As a result, I got this error when I tried to query it via oracle_fdw:

ORA-01406: fetched column value was truncated

I think oracle_fdw either needs to allocate more memory for timestamp columns, which can have a precision up to 9, or truncate the value itself, down to 6, which I suspect is the highest precision PostgreSQL can support.
