classify builds by build flags

Detailed description

Currently the dashboard pages do not give any indication of build flags used (e.g. enable-integer-datetimes or --with-perl). The status pages should contain columns for those flags. When we implement a 'search filter' then these flags should also be part of the available search criteria.

This info is available by looking at the details of each build, in the config summary. It isn't broken out in any way though. I think we need a database change to deal with this info - probably a table of <member, timestamp, flag>. The upload script could probably be taught to extract the info without requiring a backend change to add it explicitly to the uploaded data.

field added to db. pgstatus now extracts and loads the data.

then display on web page.
