Detailed description
I am seeing a error with the changedatabase method.
When I call the method with a unicode database name such as Россия I get this error:
FATAL: 3D000:database "??????" does not exist

This is the only error I am getting that is unicode related and UNICODE is specified as the encoding in the connection string. The encoding for the database itself is "utf8" which is correct.

It seems as if the driver is not doing the UTF8 encoding/decoding properly for this particular method.

I am using the changedatabase method to set the database comment and for the most part it works great and eliminates the need to spawn a new connection to set/change the comment.

This particular problem is occuring against a 8.2.4 server running on linux.
