instr's behavior differs from Oracle

Detailed description
Oracle's instr returns 0 when the input position is 0, but orafce's implementation will do backward search instead.

-- in Oracle, run the following statement, will get result as 0
select instr('123', '2', 0) from mock_table_a;

--in PostgreSQL with orafce extension installed, will get result as 2
select instr('123', '2', 0);
